J1NX5 claims that an INCES database containing more than 2 million records was sold

On June 24, 2026, VECERT Analyzer published an OSINT alert indicating that the actor J1NX5 claimed to be selling a database from the National Institute for Training and Socialist Education (INCES), allegedly containing more than 2 million user or student records. The public source describes the case as an active and unconfirmed threat. No official public confirmation from INCES or a government agency was found, nor was there any independent forensic validation of the samples in the reviewed open-source materials.

Privilege claims responsibility for attack on the National Institute for Training and Socialist Education (INCES)

On September 12, 2025, a threat actor known as “privilege” posted a leaked database on a dark web forum, allegedly belonging to the Venezuelan government entity INCES (National Institute for Training and Socialist Education). The leaked data reportedly contains 18,888 records of Venezuelan citizens, including personally identifiable information (PII), Patria codes, and hashes, dating back to 2024.

The Binary Guardians lists INCES/INCE among the portals affected by the August 7, 2017, campaign

IT Projects retained INCES.GOB.VE on its partial list of affected domains, and Maduradas reported INCE among the websites hacked during the same campaign. It is standardized as INCES, the current institutional name. No direct confirmation or archived screenshot was found, so it is retained as partially verified.
